The file is a ZIP file. Inside, are more files; .RTF, .ACO, and .ABR. The RTF file is a "rich text file" which has instructions inside for what to do with the .ACO and .ABR files. You can also go into Photoshop or another .ACO and .ABR supporting Adobe program and load/open the .ACO and .ABR files directly into your brushes and swatch tabs.
